Съгласен с написаното.Още няколко отличителни белега на "Частните градове".В тях няма чужди инвестиции.Предприятията са разграбени. Безработицата е висока. Относно анализа някои от нещата важат и за големите градове като София, например разграбването на "общинската собственост" и липсата на обществени поръчки.

който НЕ е "частен" град и няма как да бъде "частен" град!
Защото - при толкова много интереси - все пак има
конкуренция, няма доминиращ собственик, има политическа пъстрота, има смяна на приоритети,
има вече и доста "непослушковци", които не се страхуват да сигнализират до всякакви контролни органи за нарушения и т.н. и т.н.

Предвид последните скандали, свързани с общината, мъдро ръководена от човек, който е и истината, и пътя , и живота? Конкуренция наричате три фирми с един собственик? Или под конкуренция разбирате една трибуквена групичка мутри да трепе мутри от друга трибуквена групичка?

Не, Вие говорите за някоя друга София. Може би тази, която искате?

макар и с един собственик, в случай, че говорим за едно и също, преди по-малко от половин година бяха продадени на друг;
нищо чудно след около година да има нова продажба; интереси - много ...
в типично "частните" градове позициите се заемат и държат "за вечни" времена - няма движение
има статукво ... и толкова:-)

Толкова сте наблюдателна, когато пишете за провинциалните градове, и толкова примирена за София. Задоволявате се с формална разделеност и конкуренция, вярвате, че това не е за вечни времена и прочие. Няма да Ви опонирам, ще оставя на Вашата съвест да преосмислите пак положението в София.

всъщност истинските "частни" градове - са малки
градове;
в големите - имам предвид с население над
100 000 жители, центробежните сили са много и няма концентрация на собственост и интерес както в Правец, ако щете, например ...

Щом е така, нека всеки си регистрира фирмичка - кеф ти ЕТ, кеф ти ООД . Сега са по 50 лв. Сключва си договор за дадена дейност и каквото сабя покаже.

Казвате - в малките градове "центробежните сили" са по-слаби, лесно се елиминират с времето и т.н. А аз пък казвам, че в малкия град и кинтите са малко!

Нека вземем за пример София. Какво имаме тук?
1. Кмет мутра, човек от гангстерските среди пуснат във властта. Вече окомплектован и с пълно мнозинство в СОС.
2. Над половин милиард бюджет (чисто общински), одран от гърбовете на столичани, не от някой друг. Тук не включваме рушвети и други успоредни айдутлуци, не включваме разпродажба на имане.
3, 4, 5, ... драмата с детските градини, "Цариградско море" и други знайни и незнайни простотии на кмета от по-малък калибър
6, 7, 8, ... продължаващата криза с боклука - това е пряка отговорност на общината (на кмета), продължаващата драма с "Топлофикация" и сие топлинни счетоводители и други знайни и незнайни простотии на кмета от по-голям калибър.

Факт - фирма "Ипон" е основана от кмета и баща му, сега е прехвърлена на подставени лица и охранява и инкасира "Софийска вода", "Топлофикация" и прочие общински организации, които дерат пари до кокал от изрядните данъкоплатци на София. Канфликт на интереси - НЯМА! Тук да вметна, че общинска полиция, спомената по-горе, е бял кахър на фона на цената на охранителната услуга на "Ипон" към маса фирми, пряко зависими от Столична община!

Факт - банката, контролирана от "жената на живота" на кмета - Цветелина Бориславова, осигурява при преференциални условия плащането по банков път на задълженията на софиянци към общинатата. Това е осигурено, чрез договор между Столична община и СИБанк. Разбира се, Цветелина Бориславова в тази банка е само служител, не и мажоритарен собственик. Де юре - конфликт на интереси ПАК НЯМА.

Та какво излиза, Чара!?

Значи, ако някой гангстер на име Бойко Методиев Борисов контролира чрез свои хора движението на половин милиард общински пари годишно в града, където е кмет - то това не е частен град, щото в този град е съсредоточена една четвърт от България, т.е. многократно повече от половин милиард годишно!?

А когато говорим за обезлюден град, с мизерно производство и налазила го местна и ли не съвсем мафия - тогава става въпрос за "частен град", независимо че говорим за много по-малко пари!?

Когато говорим за малък град, собственост на псевдобратя наркотрафиканти (бивши ченгета) - пак бил частен град!? А колко е общинският бюджет там!?

Пази, Божееее, от толкова тъп народ, който да верва на глупостите в статията, като верва на царя преди време!!!

- проблема с боклука е от времето на Янчулев, когато авторитетни фирми предлагаха технологии и решения на общината, но ...
Ако правилно съм ви разбрала, вие предлагате за основополагащ критерии при определянето на
един град като"частен", да сложим размера на средствата, с които оперира или до които има достъп съответния кмет ...
Има логика и в това, но то не е достатъчно ...
В "частните" градове:
1. собствеността е концентрирана в един /или 2-3 собственици/;
2. няма алтернативни медии /освен интернет/
3. няма конкурентен пазар
4. работодателите са ограничен брой и жителите са силно зависими от тях
5. системата е капсулована и външни не се допускат, нещо като "затворено общество"
6. нищо не се случва без съгласието на "фасадния" кмет или действителния собственик
Кажете сега, кое от всичко това е валидно за София:-)))

Влез в МФ, бюджет, виж същия по общини ДВ бр. 113, стр. 33, сравни градовете с брой жители, разбирасе бюджетните средства НЕ БИВА ДА СЕ ОТПУСКАТ НА "КАЛПАК", но ще консатирате, че някой общини по това съотношение/ бюджетни средства/бр.жители/ стърчат над други, част от тях са от така наречените частни градове. За какво говори това, според мен за срито финансиране на партии, най вече от управляващите към дадения момент. Час от тези средства се връщат в партийте. Можете сами да поиграетае малко на статистика, ще ми е интересно сравнение м/у различни градове по този показател.

но започна процес на затваряне и продажба на сгради на ДГ:-)))

"частен" град е понятие, което се опитах да въведа и дефинирам като комплекс от съставни, даващи цялостна картина

В митата, които дават сигурност на неефективните български производители. В трудовото законодателство, което притиска работодателите и дава на работниците сигурност независимо от тяхното трудолюбие и способности. В държавните доживотни атестации за университетски професори, които желаят сигурност срещу конкуренцията от млади, ефективни и амбициозни учени. В държавното лицензиране на цели отрасли от икономиката, което дава сигурност на старите гилдии срещу ефективните новаци на пазара. В предизборните обещания за безплатни кифли и банички за учениците или безплатни пломби за пенсионерите. И така нататък.
Всички тези неща са робство. В основата си те имат един и същ мотив: Желанието на човека да избяга от отговорността за своя собствен живот и работа. Хората, които държат да ги получават, надават същия вик като онези израилтяни в старо време: „Добре си ни беше с рибата, която ядяхме даром, и с праза, чесъна и лука.” Имаше някой да се грижи за нас. Искаме и сега някой да се грижи за нас. Дори ако това означава да ни бият с камшици и да работим по цял под тропическото слънце. Дори ако това означава да ни товарят с 60% данъци, да ни карат да чакаме на опашки пред бездушни мързеливи бюрократи, да ни унижават и да ни отнемат живота, свободата и собствеността. Дайте си ни безплатната коричка хляб всеки ден!
Народ от роби няма бъдеще. По един или друг начин той умира. Било от външно нашествие, от емиграция на младите активни хора (децата на робите) или от естествена смърт. Никакъв Европейски съюз не може да го спаси. Никакви обещания за още безплатни корички хляб не могат да го спасят – те само ще го убият повече. В този град абсолютно незаконно е присвоена сервитутната ивица около язовира.
Срещу апортите на Младежкия Дом и Комплекса "Спортна зала и имоти" Общината не е получила нито лев. - Как се подарява подобно общинско имущество за над 70 000 000 лева !?
С държавни пари (от Общината) са газифицирани собствените на Златев обекти - Хотел "Спортна Зала", Резиденция и други...
Наричали го "Златевград".

Е, как да не я обичам, тази страна!!!

Как да не я обичаме тази страна, като си е наша? Такава каквато си я направим. С действието и бездействието си. Хора, от нас зависи! От малкото, които си даваме сметка, че мисълта за общото благо не е занимание за балъци, а отговорност. И че даването на шанс на кадърните в едно общество е гаранция за развитието му.

С интерес изчетох всички коментари и мнения! Няма да взема отношение, не че нямам мнение! И без туй полемиката доста се е проточила. Отсъствах години от България и завръщайки се заварвам една територия състояща се от феодални владения. Дали ще ги наречем "Частни градове", села и паланки няма значение. Факт!
Що касае Столицата...Тя е свободен град:) Градът на всички бивши крепостни селяни, стекли се от цялата територия на страната.
И последно, според мен: не ние трябва сега да се борим, след като не го сторихме когато наистина трябваше и както трябваше. Мисля, че в подобни ситуации във всяка държава генералитетът би трябвало да има думата!! Но...Генералите кметуват, а както градовете, така и армията вече е частна:))

Тази отвратителна действителност в малките градове не е отсега - това е наследство от комунизма!Винаги е било така - преди там дерибействаха местните партийни велможи и техните приближени,сега са децата им или поставени от тях лица!Естествено милиция/полиция ,съд-прокуратура винаги са обслужвали управляващите.Имам силни подозрения,че и преди 090944 е било така.ЯВНО НА ТЕЗИ ГЕОГРАФСКИ ШИРИНИ Е ТАКА,МИСЛЯ ЧЕ ГО ИМА И В ДРУГИ ЮЖНИ СТРАНИ,В ИТАЛИЯ СЪС СИГУРНОСТ.

Питахте на едно място дали сте права. Аз мисля,че не съвсем.
По ред причини съм твърде запознат с нещата, които се случват в Правец, но разликата с повечето които се изказват е, че знам защо и как са се случили. В началото на 90-те години, по една или друга причина Правец става "забравен град". Няма пари за нищо. В града няма нормални улици, няма осветление, училище и детска градина не са ремонтирани от години. Площада е занемарен. Спортната зала също. Безработицата е над 50%. И така до 1997-98 година, когато Валентин Златев се връща в България и в Правец. Сега, 10-години по-късно, няма помен от тези неща. Дано всички "часни" градове да са така. Не мога да разбера толкова ли са късопаметни хората?
Относно г-жата "информатор" и управител на Топлофикация Правец. Тази жена място не може да си намери поради факта, че целият град е газифициран и никой не иска парното. И понеже това наистина е заслуга на Красимир Живков и Валентин Златев, за която доколкото знам хората са доста доволни, госпожата се чуди какви компромати да бълва срещу тях. То не бяха писма до кой ли не, до вестници, телевизии, оказва се че и на Рот писала. И всичко това поради факта, че Топлофикация Правец няма за кой да работи. Поради една или друга причина съм чел част от писмата писани от госпожата. Толкова клевети и неверни неща на 1 страница и в цял жълт вестник няма да намерите.
Искам няколко думи и на професор Кушлев да кажа: г-н професоре, когато карате някой нещо да чете, вземете и вие да го прочете. За Ваше сведение бщджетите на общините за делегираните от държавата дейности, се съставят по строги правила, които важат за абсолютно всички 264 общини. Мога да гарантирам, че няма община, за която е направено изключение. Преди да говорите неверни неща(с мъка се опитвам да бъда по-мек в изказа си, защото се чуствам лично засегнат), моля запознайте се с това как се сътавя бюджета на общините и след това говорете. Ако откриете нещо нередно, съм годтов да се извиня. До анонимен 56: не е било нужно да се крадат преди 98-ма година, защото пари за Правец не е имало. Или ако е имало са били колкото да не се затвори града или отново да се превърне на село.
